The package is already in Fedora:
https://packages.fedoraproject.org/pkgs/opendmarc/opendmarc/
and is built for EPEL8 and EPEL9.  Contact the package
maintainers to request building it for EPEL10.  You can probably
make a pull request at:
https://src.fedoraproject.org/rpms/opendmarc
The maintainers might appreciate assistance maintaining the package,
