Update Information:

enable bash-color-prompt for terminals that set COLORTERM by default (#2352650)
respect NO_COLOR unless BASH_PROMPT_USE_COLOR is set (#2352650)
check also bash_color_prompt_disable and bash_color_prompt_force

more consistent separators no longer use PROMPT_HIGHLIGHT
  (prevents separator being bold by default on GNOME)
only ANSI reset again after $ prompt if PROMPT_END

PS1 is now generated with m4 expansion
