Update Information:

Switch to %pyproject_* macros because of [1].
hatchling is used instead of setuptools.
Now, only Python 3.6 (epel8) and older releases rely on setuptools.
Announcing a new subpackage fedpkg-completion. It only contains configuration
for command-line completion - which should be enabled since its installation. It
is "Recommends:" dependency of fedpkg and can be removed when needed.
Some unused code was removed.
