Not really tracking. But something similar: Jiri Kyjovsky recently finished his Master Thesis on Predicting the build length of RPM packages

As part of the work he fetched the build times from Koji and Copr (this part may be useful for you).

The result of his work is "rpmeta" project https://github.com/fedora-copr/rpmeta that should predict how long it will take to build a package. In future I want to have this integrated in Copr and dynamicaly choose smaller or bigger builder for the build.
