New NetworkManager-l2tp packages for F43 and Rawhide have been released
that depend on go-l2tp (aka golang-github-katalix-l2tp) instead of xl2tpd.

I believe there were two requested changes in that pull request before
it was committed, first involved removing a redundant line of code and
it seems Tom Parkin didn't get around to it as he wasn't certain about
what was requested regarding the extra details for the git commit
comments.
