I agree that it's time to disable OpenH264 due to Cisco infrastructure
issues. Users will just have to suffer or use RPM Fusion to get H.264
support in the meantime.

Before reenabling OpenH264, we need to make sure that users in all
countries not blocked by Fedora's own export control policy can access
the Cisco repo, including users in non-sanctioned regions of Ukraine:

If the list of countries in Fedora's policy is outdated, then it needs
to be updated.
I don't understand why sanctions apply to openh264 at all, since it
does not appear to use any cryptographic software.
