Yes, updates filed now are intended to go into F43-is-rawhide, yes,
but not *only* into F43-is-branched.

Not preventing, no, but it means that "branched" has less up-to-date
content than rawhide for no good reason, and it requires manual
intervention to fix. With how many packagers ignore bodhi after
hitting the "submit" button on their updates, that manual intervention
is just unlikely to happen in many cases.
