No. In my original post, I linked to file-hierarchy.7, maintained by the systemd project, that does a _much_ better job. (We should move this to https://uapi-group.org/specifications/, so that it is not part of the systemd repo. But the text wouldn't significantly change.) Fedora Guidelines should then refer to this doc and just describe the downstream differences (not sure if there are any).
