Updating python-coveralls to 4.0.1

I've got a MR to finally update to the current upstream version of
python-coveralls - https://src.fedoraproject.org/rpms/python-coveralls/pull-request/3

This also switches to using pyproject macros, but it also drops the html
documentation -- I can't sort out how to get Sphinx to work with the
upstream source tree. I used to be able to just run it from the top, but
I'm not getting importlib errors when it tries to import coveralls.
