Most dependencies are actually already packaged, but upstream is outdated (see rust-base64 version for example). Maybe start by trying to resolve most of the dependabot PRs upstream. Although upstream's head CI is broken, so it seems it will be a journey.
There is an in-progress package review for sccache already: https://bugzilla.redhat.com/show_bug.cgi?id=2362051
It's currently being built with a few features disabled because they would pull in a lot more dependencies, but those can get enabled piece by piece as needed later.
