I've done this, but as soon as I do a simple "dnf update" it tries to
replace noopenh264 with openh264 again ... from "fedora-multimedia" ...
hmmm
i don't use/install `fedora-multimedia` here. i have what i need from rpmfusion*.
iirc (?) they _can_ coexist ...
try changing your repo priorities so that RPMFusion is higher prio?
