Not because of GPGverify. We arranged the dependencies to pull in both
gnupg2 and gpgverify if a spec requires either of them, with the idea
that they wouldn't need to be present in the build environment for
packages that don't verify signatures. But I see there's a dependency
chain rpm-build → rpm-build-libs → rpm-sign-libs → /usr/bin/gpg2, which
always pulls in gnupg2.
