fedora-scm-requests automation improvements

Hi,

as plenty of you know, we have automation in place to process requests for new branches and new repositories on https://pagure.io/releng/fedora-scm-requests.

This automation got new updates today:
- the releng-bot is more interactive now
  It will respond to @releng-bot retry, in case there is some temporary error during processing   It will respond to @releng-bot valid, for admins to validate the request that needs manual validation
  It will respond to @releng-bot help, which shows the available commands
  All of the above only works in open tickets as the close ones are ignored by automation
- More resilient processing
  In case something fails during processing, @releng-bot retry should now fix the repository to correct state. Should work in most cases, even when the owner is set incorrectly
- Epel only repositories processing
  Epel only repositories will now be processed correctly by automation and the rawhide branch will be automatically retired.
- Disabling hook preventing branch creating when new branch is requested
  Automatic branch creation will now disable webhook preventing branch creation before creating branch. It will be enabled again after branch is created.

And that are all the changes. Hopefully it will make the process easier and you will no longer need to create ticket just for failed processing.
