This seems to a bug in the vdr-tvscaper package.
It has an "owned file":
> %files
> %attr(-,%{vdr_user},root) %dir %{vdr_cachedir}/%{pname}/
but doesn't define the user anywhere. In F42- the package would be
expected to a have a scriptlet to add the user. In F43+ it should have
a sysusers file [1].

This was always a bug in the package. What changed recently is that
rpm now enforces the presence of users and groups for "owned files"
