If I turn off CONFIG_PCI_REALLOC_ENABLE_AUTO then all my USB devices behave.  But with CONFIG_PCI_REALLOC_ENABLE_AUTO=y then some of my USB controllers are broken.
fwiw, you should be able to toggle that on cmd line, as well:
