I wonder where from all those "not owned by any package" files came from. This system is about 12 years old (was Fedora 19 at start).
I suspect you'll find most, if not all, of them are in fact now in /usr/bin but the old sbin version hasn't been cleaned up for some reason. At least that was the case with the ones from that list that were showing as unowned files on my machine.
