Aspell was deprecated with the reason that it is no longer under active development:

However, it is undergoing maintenance and improvements:

Is there a way to un-deprecate a deprecated package?

It would require a packager to:
1. Have time to maintain the package going forward
2. Go through the 'New Package' process with an updated and reviewed spec file.
3. Get it accepted again and do builds.
