In the past, this user has been marked as inactive twice, but they have 
replied to the tickets:

The current process did not mark them as inactive, because the reply to 
the most recent ticket happened more recently than one year ago. BTW, in 
the ticket of one year ago it was detected that the user have not set a 
valid bugzilla email.
