As I understand it (from notes I keep for myself for cases I don't personally use), you typically do something like: git commit —allow-empty -m 'Rebuild for foolib 3.14' (obviously, in this case, libcbor 0.12.0 replaces foolib 3.14) and then fedpkg build as normal.
