Hmm.  In the unlikely event someone actually depends on emacs-terminal, maybe a failure is what they would want?

I think it was incorrect that emacs-terminal depended on a specific version of the emacs package.  Perhaps the answer is to briefly resurrect emacs-terminal such that it depends on any version of emacs.  It could then be dropped again, staying on people’s systems forever if that’s what they want.

OTOH, perhaps it isn’t worth the bother.
