When running a container with current Fedora Rawhide and installing
`maven`, which transitiely causes the installation of `openh264`, I am
getting an error:

Public key "file:///etc/pki/rpm-gpg/RPM-GPG-KEY-fedora-rawhide-x86_64"
is already present, not importing.
