the fix in https://github.com/ceph/ceph/pull/62604 hasn't merged to
main yet, but initial testing looks promising

for 18.2.5, i think we have two choices:
- wait for https://github.com/ceph/ceph/pull/62604 and its reef backport, or
- revert the backport that caused the regression. if we revert, then
18.2.5 will continue to leak tail objects from server-side copies, but
at least it won't lose data

Option 2 (revert for now) seems better to me, it's already taken a long time to get this release out.
I think we need to start being more strict about time-based releases so we can increase the release cadence.
