[PATCH bpf-next] bpf/veristat: Fix veristat for map type BPF_MAP_TYPE_CGRP_STORAGE

BPF_MAP_TYPE_CGRP_STORAGE doesn't allow non-zero max_entries. So veristat
should not set it to 1.
