I'd say "mod_log_config", since it is a bug that happens when man uses
a directive from that module.

Looking at the code, I suspect the error is around here
https://github.com/apache/httpd/blob/trunk/server/log.c#L284 and may
be in the way APR (Apache Portable Runtime) is being used.

To be sure I can add some more debug code and rebuild/test at some
point. Or if someone else can run apache under a debugger to examine
where that gets replaced.
