Believe 6.16.5 is only in testing repo.
dnf reinstall kernel-core --enablerepo=updates-testing
So, unless you have testing enabled in repo options.
I installed on one machine as test, and it /boot as not having enough space at first. Had to remove some things. Later increased /boot by 512M to 1.5G total using gparted to shift things.
