How do you know it does nothing?
The DNF System Upgrade page says to use `sudo fixfiles -B onboot`. See <https://docs.fedoraproject.org/en-US/quick-docs/upgrading-fedora-offline/#sect-relabel-files-with-the-latest-selinux-policy>.
