AFAIK the /boot/initramfs-* are generated by: /usr/lib/kernel/install.d/50-dracut.install but I don't see any references to /etc/kernel/install.d/ in this script. In addition, /usr/lib/kernel/install.d/ is empty in a fresh (working) F42 installation. This 20-grub.install is thus probably not needed any more.
