With secure boot enabled putting a 3 in the grub boot line to get a command session just gives a black screen. Fom a desktop session the ctrl,alt fn4 sequence just gives the efi heading on a blank screen.

Is there a way to get a command session?

On my Fedora F42 machine ctrl+alt+F4 gives me a command session as does ctrl+alt+F3, but results are unpredictable. In both situations ctrl+alt+F2 gets me back to the desktop, but if I went to a command session via ctrl+alt+F4 when I come back via ctrl+alt+F2 the desktop is showing a popup showing that I am using headphones, and if I went to the command session via ctrl+alt+F3 when I come back via ctrl+alt+F2 the desktop is showing a popup that shows what my volume level is set to.
When I say the results are unpredictable, what those keyboard sequences do depends on what application I'm, if any, at the time. For example, if I'm in Thunderbird and have the text cursor positioned in the mail body both keyboard sequences give me a command session, but if the text cursor is sitting in the "Find in page" text box then ctrl+alt+F3 gives me a command session, but ctrl+alt+F4 does nothing.
If you are using KDE/PLASMA, in the system settings there is a section for keyboard shortcuts, you may want to have a look at that to see what the keyboard sequences are set to.
