Speaking as a retired ISP support tech, they may well be right, and if so, you'd better hope that the trouble is outside the NID, because out there is the ISP's responsibility. If it's inside, it's yours, including the cost of having it fixed.
If your provider were dragging its feet, it's not hard to test for this on your own, provided that you have access to the NID. You just need to disconnect your phone line from the NID on the outside, connect it to a DSL modem and a laptop and see what happens. I've never had to do this myself, but unless you live in a big apartment complex and the NID isn't properly labeled, it's not at all hard to do. Still, I hope that you never need to do it.
