made Boot0003 the default, but I got the system to boot by manually entering the original

Boot0001.  Now:

Boot0003* Fedora2 PciRoot(0x0)/Pci(0x1d,0x0)/Pci(0x0,0x0)/NVMe(0x1,00-25-38-5A-01-9E-5A-56)/HD(1,GPT,a9b8f5c8-95d9-4899-a355-e9fbeb547be8,0x800,0xfa000)/\EFI\fedora\shimx64.efi

You should be able to view and edit the entries in the Dell UEFI screen.
