Building upstream kernel is broken with Fedora config when CONFIG_EFI_SBAT_FILE="kernel.sbat"

Hi,

Building the upstream kernel with Fedora’s current kernel config fails
after setting CONFIG_EFI_SBAT_FILE to kernel.sbat [1].

The build stops with the following error:

  CC      arch/x86/boot/compressed/tdx-shared.o
  CC      arch/x86/boot/compressed/mem.o
make[3]: *** No rule to make target 'kernel.sbat', needed by
'arch/x86/boot/compressed/sbat.o'.  Stop.
make[3]: *** Waiting for unfinished jobs....
  CC      arch/x86/boot/compressed/efi.o
make[2]: *** [arch/x86/boot/Makefile:96:
arch/x86/boot/compressed/vmlinux] Error 2
make[1]: *** [arch/x86/Makefile:319: bzImage] Error 2
make: *** [Makefile:248: __sub-make] Error 2

I use Fedora’s current kernel config when bisecting mainline. As a
quick workaround I cleared the value of CONFIG_EFI_SBAT_FILE, and the
build succeeds.

Could this be handled similarly to the prior
CONFIG_SYSTEM_TRUSTED_KEYS issue [2] so that building mainline outside
of the Fedora packaging environment does not require a non-existent
kernel.sbat file?
