redhat/configs: enable MediaTek regulators on aarch64

These regulators support boot related peripherals, include
MMC, USB, XHCI, PCIE and etc. Without these regulators the
system cannot boot properly.
 - 'CONFIG_REGULATOR_MT6357=m'
 - 'CONFIG_REGULATOR_MT6358=y'
 - 'CONFIG_REGULATOR_MT6359=m'
 - 'CONFIG_REGULATOR_MT6360=m'
 - 'CONFIG_REGULATOR_MT6397=m'

The regulator-mt6358 module does not get automatically probed during
boot and it depends on the mt6397 driver, so set CONFIG_MFD_MT6397
as built-in is required.
