I just spoke with @vmalikrh to confirm.

We are still building and packaging bpftool within selftests because a few
selftests need it at runtime but bootstrap was sufficient. Now the reason why
we are putting normal bpftool there is that the only upstream-provided tests
for bpftool are in BPF selftests and we want to use them to test bpftool
changes that we take during a rebase.

I've also realized I did not choose a very clear title for this commit/MR as
we are not packaging bpftool but changing the version of bpftool that is
packaged with selftests.
