So the statements are not contradictory because

1. With using the boot parameters(clk_ignore_unused,pd_ignore_unused) we are
able to load these modules as m and reach the shell.
2. Without using these boot parameters, we are not able to reach the shell and
we need to enable these modules as y.

So there seems to be some dependency on clock and power domains on sc7280 for
which these need to be enabled as y. Let us know if this clarifies the
justification.
