config: enable kernel .config support

On image mode, /boot directory does not exist. For this reason, currently,
there's no way to check the configuration options that were used to build
the currently running kernel in this context. Note that Several kernel-tests
rely on that kind of information [1].

This patch enables CONFIG_IKCONFIG and CONFIG_IKCONFIG_PROC in order to expose
kernel .config data via /proc/config.gz, which can be used to check kconfig
status both on package and image mode.

[1] kernel-tests]$ grep -rni "/boot/config-*" |wc -l
140
