I've tried to boot in x11, but it seems as if the problem remains.
How do I downgrade to F41? Or are there any known fixes for the problem?

FWIW, in F41, I have the odd issue with F41 getting screwed up on
greeter as well. Not enough to investigate, I am sorry to say. I just
have a routine to fix the issue through killing greeter in some cases
and loginctl in others.
I don't think this is new. I will do my best to look at the logs when
it happens again.
I now keep my different login sessions running as much as possible to
stop the need for a reboot.
When it happens on one computer, it is a situation where it needs to be
unlocked and working ASAP.
